Bill Payment Authentication Program:
An Authentication Program for STAR Utility Bill Payments initiated via VRU or the Internet whereby the STAR Account Holder initiates a STAR Utility Bill Payment using a bill payor issued Authentication Token (e.g., bill payor account or other information on bill payor statement). (Effective June 1, 2003)
