Doing Business As (DBA)

Doing Business As (DBA):

Refers to the specific name and location of the merchant establishment where credit card purchases are made.

Depository Financial Institution

Depository Financial Institution:

A financial institution that:

  • Is authorized by law to accept deposits;
  • Is eligible for Federal Deposit Insurance Corporation (FDIC) or National Credit Union Share Insurance Fund (NCUSIF) insurance
  • Is insured by the FDIC or the NCUSIF; or If not federally insured, has funded an account as security against the unwillingness or inability of the financial institution to meet its obligations under these Rules, in an amount and form determined by STAR.

T&E Merchant

T&E Merchant:

An airline, car-rental company, lodging, or restaurant establishment whose primary function is to provide travel/entertainment-related services.

TCP/IP

TCP/IP:

The system networks use to communicate with each other on the Internet. It stands for Transmission Control Protocol/Internet Protocol.

Tamper Resistant Security Module (TRSM)

Tamper Resistant Security Module (TRSM):

A hardware device which cannot be successfully penetrated to disclose all or part of any cryptographic key or PIN resident within the device. Penetration of the device shall cause the automatic and immediate erasure of all PINs, cryptographic keys, and all useful residue of PINs and keys contained within the device. A device shall only be operated as a Tamper Resistant Security Module when the manufacturer ensures that the device conforms to industry standards for a Tamper Resistant Security Module and the internal operation has not been modified to allow penetration. There are two categories of TRSMs, (i) a device which relies on physical barriers and (ii) a device which uses “unique key per transaction” key management.

Telephone Bill Payment

Telephone Bill Payment:

A service that permits a customer to pay bills electronically. The customer gives a corporation the authority to debit his or her account for a specific amount or within a specified range of amounts.

Terminal Based

Terminal Based:

A system that captures card transactions and holds them until settlement.

Terminal Record

Terminal Record:

The detailed listing maintained by the Acquirer Member or Acquirer Processor that contains the original or duplicate records of all transactions approved, denied, completed, or not completed at a terminal.

Terminated Merchant File (TMF)

Terminated Merchant File (TMF):

A file listing the names of merchants and their principals whose bankcard relationships have been terminated for some reason by an acquirer. Operated jointly by VISA and MasterCard.

Thick Consolidator

Thick Consolidator:

One of four models of electronic bill presentment and payment (EBPP). The biller sends all of its billing data to a central service provider that consolidates electronic bills from different billers so that the consumer has a single site of access for viewing billing information and making payments electronically. Other models include: Biller Direct, Thin Consolidator and Customer Consolidation.

Thin Consolidator

Thin Consolidator:

One of four models of electronic bill presentment and payment (EBPP). The biller sends summary billing data to a central service provider that consolidates electronic bills from different billers so that the customer has a single site of access for viewing billing information and making payments electronically. The customer may access full billing data through the billers web site. Other models include: Biller Direct, Thick Consolidator and Customer Consolidation.

Third-Party Processing

Third-Party Processing:

Processing of transactions by service providers acting under contract to card issuers or acquirers. Merchant Processors is a third-party processor.

Ticket

Ticket:

Another name for the sales slip or its ‘monetary value’ that results when a credit card purchase is made.

Trace Number

Trace Number:

The “Retrieval Reference Number” defined as data element number P-037 in the Technical Specifications.

Transaction

Transaction:

Any event that causes a change in an organization’s financial position or net worth, resulting from normal activity. Advance of funds, purchase of goods at a retailer or when a borrower activates a revolving line of credit. Activities affecting a deposit account carried out at the request of the account owner. One example of a transaction is the process that takes place when a cardholder makes a purchase with a credit card.

The actual date on which a transaction occurs. Used in recording and tracking transactions.

Transaction Fees

Transaction Fees:

Service costs charged to a merchant on a per-transaction basis.

Transaction Identification Number

Transaction Identification Number:

A security value generated by the STAR MoneyGram Money Transfer Service Provider, printed on a receipt for a STAR MoneyGram Send Transaction, and used by the STAR MoneyGram Card Holder in combination with the STAR MoneyGram Sender’s selected secret code to receive the associated STAR MoneyGram Money Transfer.

Transaction Time

Transaction Time:

The local time at which a STAR Transaction was initiated.

Translation

Translation:

The cryptographic process performed within a TRSM whereby encrypted data is decrypted from using one PIN encrypting key and re-encrypted the PIN using a second PIN encrypting key.

Utility Company

Utility Company:

Any municipal, state, or other public utility system or systems operating for the manufacture, production, distribution, or sale of electricity, natural or artificial gas, or water, or any public or private provider of telecommunications services, including without limitation telephone, cellular, digital, and cable services, which is licensed and governed by any federal, state, or municipal authority, and that is approved by STAR Network and has agreed to accept PIN-less payment transactions via telephone or Internet for services rendered to STAR Cardholder/Account Holder or other end users of its product.

Valid Date

Valid Date:

The date embossed by the card issuer on the credit card. An establishment cannot accept a card for payment of goods or services prior to this date.

Visanet

Visanet:

The data processing systems, networks, and operations used to support and deliver authorization services, exception file services, and clearing and settlement services.

Voice Response Unit (VRU)

Voice Response Unit (VRU):

An automated authorization support system for touch-tone telephones.

Wang

Wang:

A stand-alone system developed to handle chargeback processing with Merchant Processors. Also called the Chargeback Image Processing System (CIPS).

Wide Area Network (WAN)

Wide Area Network (WAN):

A network using common carrier provided lines (in contrast to LAN).

Zero Floor Limit

Zero Floor Limit:

Requires that all cardholder transactions be authorized.

Imprinter

Imprinter:

A device used by merchants to imprint embossed card information onto the sales drafts for bankcard transactions.

Independent Authentication Organization (IAO)

Independent Authentication Organization (IAO):

An entity that is sponsored by an Acquirer Member and that issues and verifies Authentication Tokens in connection with Retail ID Authentication Program STAR Internet Transactions.

Independent Sales Organization (ISO)

Independent Sales Organization (ISO):

Also called a member service provider. An outside company (not MasterCard or VISA member) which is contracted by members to administer merchant and/or cardholder servicing.

Indirect Processor

Indirect Processor:

A Processor whose telecommunications connection goes from the Processor’s mainframe or front-end computer through another Processor’s mainframe or front-end computer to the STAR Switch.

Industry Server

Industry Server:

A computer that facilitates electronic financial transactions and information flows. Servers function either via private (Intranet) or public (Internet) communication networks. Servers can have three potentially complementary sets of capabilities:

  • The gateway/switch function manages the connection between consumers and their financial institution(s). It also facilitates transfer of information
    between consumers and institutions.
  • The transaction processor executes consumer requests for transactions by assembling information in an appropriate
    form or actually conducting transactions. Electronic bill payment is a good example of a transaction facilitated by servers.
  • The settlement facilitator enables banks to settle transactions between themselves. Servers can prepare information for settlement as well as
    conduct settlement activities. The facilitator may use existing payment networks (e.g., Fedwire, ACH and ATM) or develop a new settlement approach.

Institution Identification Number (INN)

Institution Identification Number (INN):

A set of numbers, as established by the American Bankers Association and ISO, which appears in the primary account number and identifies an Issuer Member for purposes of Interchange. An INN may also be referred to as a BIN where appropriate in the context. (See “PAN Prefix.”)

Integrated Services Digital Network (ISDN)

Integrated Services Digital Network (ISDN):

A faster digital phone service that operates at speeds as high as 128 kilobits per second.

Interactive Financial Exchange (IFX)

Interactive Financial Exchange (IFX):

A standard for the exchange of financial data and instructions independent of a particular network technology or computing platform. It builds upon previous industry experience, including OFX and GOLD, two standards currently implemented by major financial institutions and service providers to enable electronic exchange of financial data between themselves and their consumers.

Interactive Voice Response (IVR)

Interactive Voice Response (IVR):

The process in which the voice processing system prompts the caller for information which can then be used as a search key to a database. The result of the search is subsequently reported back to the caller. A typical and most common application of IVR is in the banking system. A caller calls the bank’s IVR lines, enters an account number, and receives information such as account balance, last check cleared, etc.

Interbank Card Association Number (ICA)

Interbank Card Association Number (ICA):

A four-digit number assigned by MasterCard to a financial institution, third-party processor, or other member to identify the member in transactions.

Interbank Receiving Member

Interbank Receiving Member:

A Member that receives an Interbank Credit for the benefit of an Interbank Transfer Recipient. Except as otherwise specifically provided herein, each Interbank Receiving Member shall also be treated as an Issuer Member.

Interbank Sending Member

Interbank Sending Member:

A Member that holds an Access Account of an Interbank Transfer Sender used to fund an Interbank Debit. Except as otherwise specifically provided herein, each Interbank Sending Member shall also be treated as an Acquirer Member.

Interbank Transfer Recipient

Interbank Transfer Recipient:

A STAR Cardholder that receives an Interbank Credit.

Interbank Transfer Sender

Interbank Transfer Sender:

A STAR Account Holder that initiates a STAR Interbank Transfer.

Interchange

Interchange:

The domestic and international systems operated by VISA and MasterCard for authorization, settlement and the passing through of interchange and other fees, as well as other monetary and non-monetary information related to bankcard activities.

Interchange Fee

Interchange Fee:

Fees paid by the acquirer to the issuer to compensate for transaction-related costs. VISA and MasterCard establish interchange fee rates.

International Member

International Member:

A financial institution that is organized under the laws of, and is headquartered in, a country other than the United States of America, that has all the requisite power and authority to participate in the STAR Network under the laws of the country in which it is organized and under the laws of any country in which it intends to participate in the STAR Network, that has been approved for membership by the President of STAR or an executive officer designated by the President, that has entered into a STAR International Member Agreement with STAR and agreed to be bound by these Rules, that has agreed to pay all applicable fees, dues, fines and assessments, and that participates in the STAR Network under the sponsorship of a United States-based Member that has entered into a STAR International Member Sponsorship Agreement and International Member Escrow Agreement with STAR. An International Member can issue STAR Cards, but its ATMs and POS Terminals located outside the United States cannot participate in the STAR Network.

Internet Bill Delivery and Payment (IBDP)

Internet Bill Delivery and Payment (IBDP):

An Internet-based service that securely and reliably delivers richly formatted bills, statements, invoices, notices and associated advertising to any online consumer or business, and returns payment, remittance instructions and related information to the biller and/or designated payee.

Internet Check Acceptance

Internet Check Acceptance:

A payment system that allows consumers to enter their checking information online; electronic items are created and processed through the Automated Clearing House network.

Internet Device Deployer (IDD)

Internet Device Deployer (IDD):

A Member that places STAR Internet Devices into service, or a third party that places STAR Internet Devices into service on behalf of an Acquirer Member, and is responsible to such Acquirer Member for the function of such devices.

Internet Payment Screen

Internet Payment Screen:

The screen displayed to a STAR Account Holder during a STAR Internet Transaction payment process which allows the STAR Account Holder to select the payment method and to confirm understanding and agreement with payment terms, shipping and return policy, and to submit said STAR Internet Transaction for Authentication and Authorization.
