A Member that is a bank holding company that owns at least fifty-one (51%) of the voting stock of a Depository Financial Institution, that has all requisite power and authority to participate in the STAR Network, that has been approved for membership by the President of STAR or an executive officer designated by the President, that has entered into a STAR Member Institution Agreement with STAR and agreed to be bound by these Rules, and that has agreed to pay all applicable fees, dues, fines and assessments.
